Special Meeting of the Mantua Village Council,
December 27th, 2004
8:00 a.m.

Present: Mayor Hopkins, M. Hura, P. Campbell, J. Rogers, L. Schilling, W. Hawkins

Others: Chief of Police H. W. Buchert, B. Woolf, Clerk-Treasurer

The Mayor opened the meeting at 8:07 a.m. and led the Pledge of Allegiance.

Bills of Resolution: Motion was made by L. Schilling to bring the bills of resolution to the floor, seconded by J. Rogers. All ayes on roll call. Motion to approve made by M. Hura, seconded by L. Schilling.

Motion to excuse Carolyn Hummel, due to illness, made by M. Hura, seconded by J. Rogers. All ayes on vote.

ORDINANCE 2004-32 AN ORDINANCE APPROVING AND ADOPTING THE APPROPRIATIONS FOR 2005 FOR THE VILLAGE OF MANTUA, CALLED FOR IN THAT BUDGET AND DECLARING AN EMERGENCY. Motion to bring to the floor made by M. Hura, seconded by J. Rogers. All ayes on roll call. Motion to pass on 3rd and final reading made by M. Hura, seconded by W. Hawkins. All ayes on vote.

ORDINANCE 2004-38 AN ORDINANCE AUTHORIZING CERTAIN ADJUSTMENTS TO THE 2004 APPROPRIATIONS AND BUDGET DECLARING AN EMERGENCY. M. Huramade motion to bring to floor, seconded by W. Hawkins. All ayes on vote. Motion to pass on 1st reading made by M. Hura, seconded by W. Hawkins. All ayes on vote. Motion to suspend the rules made by J. Rogers, seconded by M. Hura. All ayes on vote. Motion to pass on 3rd and final reading made by M. Hura, seconded by W. Hawkins. All ayes on vote.

ORDINANCE 2004-39 AN ORDINANCE PROVIDING FOR THE ISSUANCE AND SALE OF $400,000.00 OF BONDS TO PAY COST OF ACQUIRING CERTAIN REAL ESTATE AND THE BUILDING AND IMPROVEMENTS SITUATED THEREON TO HOUSE VILLAGE SAFETY, SERVICE AND ADMINISTRATIVE FUNCTIONS AND IMPROVING THE SAME, AND DECLARING AN EMERGENCY. Motion to bring to the floor made by M. Hura, seconded by J. Rogers. All ayes on vote. Discussion: L.Schilling asked if the amount for renovation had been determined. The Mayor stated that the clerk obtained a price of under $10,000.00 for the wall to separate the police cruisers and council chambers and also close in the large overhead doors. M. Hura has been looking into the cost of the elevator on the internet. Costs range from $25,000.00 and up. He also stated that the upstairs needs very little work done. The Mayor would also like to be our own contractor. Linda would like to look at it. Betsy can take anyone up that wishes. Motion to pass on 1st reading made by M. Hura and seconded by J. Rogers. All ayes on vote. Motion to suspend the rules made by M. Hura, seconded by J. Rogers. All ayes on vote. Motion to pass on 3rd and final reading made by M. Hura, seconded by J. Rogers. All ayes on vote. There was a discussion on the use of the back driveway. The Mayor has been working on it.

ORDINANCE 2004-40 AN ORDINANCE AUTHORIZING THE CLERK-TREASURER TO ADVANCE FUNDS AND DECLARING AN EMERGENCY. Motion to bring to floor made by M. Hura, seconded by J. Rogers. All ayes on vote. Betsy explained that the Auditor's advised her that it is legal to advance from General Fund to an Enterprise Fund and then back to the General Fund. This will allow the dent payments to be made. Motion to pass on 1st reading made by M. Hura, seconded by J. Rogers. All ayes on vote. Motion to suspend the rules was made by M. Hura, seconded by J. Rogers. All ayes on vote. A motion to pass on 3rd and final reading was made by M. Hura and seconded by W. Hawkins. All ayes on vote.

Chief Buchert asked the Clerk if the building payment was in the 2005 appropriations. Betsy advised that she did not know at the time, but the Appropriations and Budget will be amended after the first of the year once we receive the Estimated Resources from the County Auditor. The Chief also asked if there is money for the payment. The Clerk answered yes.
