Mayor Hopkins opened the meeting at 7:00 p.m., at the Park Lodge, and led the Pledge of Allegiance

MAYOR'S REPORT: Attended a ribbon cutting at PARTA. Met with new School Superintendent, Joe Iacona. Read a letter of appreciation from Sheriff Kaley regarding the recent "Amber Alert". Thanked members of Neighborhood Watch and Parks Board for the painting and cleaning of the Park Lodge.

ORD 2003-35 AN ORDINANCE AMENDING PRIOR ORDINANCES NO. 1995-39 TO ESTABLISH A REVISED LIST OF CEMETERY PRICES, AND DECLARING AN EMERGENCY. 3rd reading. C. Hummel moved to bring to the floor. J. Rogers second. All ayes on roll call. Question regarding overtime pay for burials. Clerk advised that there is an additional charge for weekend burial, but there has never been provision for overtime. C. Hummel moved to pass on 3rd and final reading. P. Campbell second. ORD 2003-36 AN ORDINANCE AMENDING PRIOR ORDINANCES NOS. 1972-2, 1983-08, 1984-46 1989-17 1997-4, AND SECTIONS 921.01 THROUGH 921.08, PORTIONS OF THE MANTUA CODE OF ORDINANCES, CHAPTER 921 CONCERNING WATER SERVICE PROVIDED BY THE VILLAGE OF MANTUA, AND DECLARING AN EMERGENCY. 2nd reading. C. Hummel moved to bring to the floor. J. Rogers second. All ayes on roll call. Clarification that this affected tap-in fees only and not water rates, also how the tap-in fees are determined. M. ORD 2003-37 AN ORDINANCE AMENDING PRIOR ORDINANCES NOS. 1996-23, 1997-5, AND 1982-23, AND SECTIONS 931.01 AND 931.03 TO REVISE PORTIONS OF THE MANTUA CODE OF ORDINANCES, CHAPTER 931 CONCERNING SEWER SERVICES PROVIDED BY THE VILLAGE OF MANTUA, AND DECLARING AN EMERGENCY. Tabled. C. Hummel moved to take off table. J. Rogers second. All ayes on roll call. Facts and figures requested at last meeting by residents had been obtained. Explanation, by the Mayor, of average usage within the Village & our rates compared to surrounding areas. He commended the Council members for their hard work and dedication. He explained that the loan cannot be re-negotiated because it is based on the 2000 Census and the Village Household Median Income (MHI). The Mayor recommended forming a committee to include 1 from Chamber of Commerce, 1 from the Fire Department, 1 from the business community, 1 resident and himself to look at what options are available. He recommends amending the Ordinance to eliminate Section C - the 50% increase in 2004 - so that this committee can look at other avenues. Questions from the residents included; need for 40% at this time instead of smaller increases over the year, the impact of the Ameritech arbitration, the impact of the MHI and Census on loans, why the rates are the same for business as residents, if refinancing the loan would reduce the rates. ORD 2003-42 AN ORDINANCE ACCEPTING THE GRANT OF TEMPORARY AND PERMANENT EASEMENTS FROM ERIC W. HUMMEL AND JEFFREY P. BENNER TO THE VILLAGE, AND DECLARING AN EMERGENCY. 1ST reading. M. ORD 2003-43 AN ORDINANCE RATIFYING FUND ADVANCE MADE BY THE VILLAGE CLERK-TREASURER ON OR ABOUT THE CLOSE OF JULY 2003, AND DECLARING AN EMERGENCY 1st reading. M. Hura moved to bring to the floor. J. Rogers second. All ayes on roll call. This Ordinance was to cover payment of the Trail Bridge and the money will be reimbursed by the Trail Grant. M. Hura moved to pass on 1st reading. J. RESOLUTION 2003-44 A RESOLUTION ACCEPTING THE AMOUNTS AND RATES AS DETERMINED BY THE BUDGET COMMISSION AND AUTHORIZING THE NECESSARY TAX LEVIES AND CERTIFYING THEM TO THE COUNTY AUDITOR. M. ORD 2003-28 AN ORDINANCE ACCEPTING THE TRANSFER OF AN EASEMENT FROM ENGLISH REALTY TO THE VILLAGE, AND DECLARING AN EMERGENCY. 3rd reading. M. Hura moved to bring to the floor. C. Hummel second. M. Hura moved to accept all committee reports. M. Roosa seconded. All ayes on roll call. All Committee and Financial Reports are on file in the Clerk's Office.

E. Trego - Compliments on the Lodge. Asked for decision on Fall clean-up. Council voted not to have it this year because of financial situation. The Benner/Hummel Trail easement will not affect the original water/sewer easement. Suggested that Planning Commission work with the County on re-doing the Census.

H. Buchert - Everything is in order for the Potato Festival. Distributed flyer from the State Highway Patrol and Cleveland office of the F. B. I. regarding 2 murdered children that they believe are buried somewhere in Ohio. Insurance has been received from the Gold Wing Motorcycle group and they are planning to hold an event during the Potato Festival.

D. Hura - Need Mantua Matters articles by end of the week. Will not be mailed out, but will be at various locations throughout town. Thanks to all who helped with the Lodge painting.
