Regular Meeting of the Mantua Village Council,
June 15, 2004

Mayor Hopkins opened the meeting at 7:00 p.m., at Village Hall, and led the Pledge of Allegiance.

OTHERS PRESENT: Clerk-Treasurer Betsy Woolf, Ass’t.Clerk Diane Hura , Chief Buchert, Donna Maynard representing Service Department, Fred Cash from CT Consultants , Solicitor David Benjamin, RC reporter Dave O’Brien, and approximately 30 residents.

APPROVAL OF MINUTES OF May 18, 2004. C. Hummel moved to bring to the floor. L. Schilling second. All ayes on roll call. C. Hummel motioned to approve as submitted. L. Schilling second. All ayes on roll call.

MAYOR’S REPORT: Attended a banquet where the Village received an award for work on Stream Bank Stabilization. He has spoken with J & J Refuse regarding a possible bid next year for trash pickup. They had several plans available for consideration. Also met with Vanguard regarding the Enterprise Zone and discuss possible tax abatements.

The Mayor presented a proclamation to Renee McCullum for her years of service to the community as a crossing guard at the Village Elementary School. Chief Buchert also presented her with a bouquet of flowers on behalf of the Police Department.

CLERK’S REPORT: Reported on income, expense and balances for May.

ORD 2004-11 AN ORDINANCE ADOPTING CHAPTER 480 OF MANTUA’S ZONING CODE ENACTING AN EXTERIOR MAINTENANCE CODE FOR THE VILLAGE OF MANTUA, AND DECLARING AN EMERGENCY. 2nd reading. Mayor recommended that this Ordinance be tabled until a public hearing, to be held before July Council meeting. L. Schilling moved to table. W. Hawkins second. 5 ayes and 1 abstention (J. Rogers) on roll call.

ORD 2004-14 AN ORDINANCE AUTHORIZING CERTAIN ADJUSTMENTS TO THE 2004 APPROPRIATIONS AND BUDGET AND DECLARING AN EMERGENCY. 1st reading. C. Hummel moved to bring to the floor. L. Schilling second. ORD 2004-16 AN ORDINANCE APPROVING CHANGE ORDER NO 6 IN THE MANTUA WASTE WATER TREATMENT PLANT PROJECT GENERAL CONTRACT WITH J. D. WILLIAMSON CONSTRUCTION IN THE AMOUNT OF TWENTY-SIX THOUSAND, FIVE HUNDRED FIFTY-SEVEN DOLLARS AND SIXTEEN CENTS ($26,557.16), AUTHORIZING THE MAYOR, VILLAGE CLERK-TREASURER AND/OR VILLAGE ADMINISTRATOR TO EXECUTE THIS CHANGE ORDER BY ISSUING PAYMENT, AND DECLARING AN EMERGENCY. 1st reading. ORD 2004-19 AN ORDINANCE AMENDING PRIOR ORDINANCES NOS. 1996-23, 1997-5, AND 1982-23, 2003-37 AND CHAPTER 931 OF THE MANTUA CODE OR ORDINANCES, CONCERNING SEWER SERVICES PROVIDED BY THE VILLAGE OF MANTUA, AND DECLARING AN EMERGENCY. 1st reading. M. Hura moved to accept all committee reports. J. Rogers second. All Committee and Financial reports are on file in the Clerk’s Office.

Resident – John Clark – Had concerns with the widening of the roads, the cost of this project and the need for it to be done at this time.

Resident – Bill Gast – Same concerns plus with the Village School closing, was there a need for sidewalk in his front yard.

Resident – Scott Major – question regarding the Crosswalk in front of the Elementary School and whether or not it would be left there when school closed.

Many other residents expressed concerns on the Maintenance Code. Mayor explained that there would be a public hearing on this code prior to the July 20th Council meeting. Also, at the Planning Commission meeting tomorrow night.
