The Village of Mantua and First Energy Corporation
June 10th, 2010

Call to Order by Marty Hura- 7:02 P.M.

Marty asked that all in attendance stand for the Pledge of Allegiance. He then stated that the Public Hearing is for discussing the Plan of Governance and Operation between the Village of Mantua and First Energy Corp.

Roll Call: Linda Clark, Linda Schilling, Marty Hura, were present.
Mayor Donna Hawkins, Ben Prescott, Roger Hawkins, and Giles Seith were absent.

Others: Clerk-Treasurer Jenny August, Village Solicitor Michele Stuck.

Citizens: none present

Discussion of the Plan of Governance and Operations:

Linda Schilling asked if we have paperwork available for residents that will want to opt out. Marty thought that we were going to send it out to all residents. Michele said First Energy is supposed to take care of all of that. Michele said the paperwork is included in the Plan of Governance on page 10. Linda noticed that the opt out deadline is July 22nd. Michele said we can amend that before we adopt this.

Jenny asked if First Energy is the same as Ohio Edison. She thought Ohio Edison is a branch of First Energy like Pennsylvania Edison, and New Jersey Edison are. Michele explained that the difference is that First Energy is the energy supplier, and Ohio Edison is the distributor. Marty referenced page 5. Any Ohio Edison customers that do not opt out will be enrolled automatically in the aggregation program.

Linda Clark asked if we know how they are going to calculate the distribution charge. She said the Village’s electric bills are already part of this and sometimes the distribution is almost as much as the actual electric usage. Michele said she is trying to find out, but she thinks the distribution charge can vary with the who the generator is. For example, if you have Dominion for your gas generator and also your gas supplier, you pay a lower distribution charge than if you had someone else. Linda said that is similar to paying a subcontractor, because there is a middleman.

Linda Schilling asked when the next hearing will be held, and is the first Energy lady going to come? Jenny said no, she is unavailable. Linda Schilling asked what is the point of having these hearings if nobody is here to answer questions. Michele said she would e-mail both parties tomorrow and ask them. Jenny said Brenda Fargo did say that she would be here to answer questions, but lately we have been talking to another lady, who doesn’t show up.

Linda Clark made a motion to close the public hearing. Seconded by Linda Schilling. All ayes.
