Regular Council Meeting
May 15, 2007

Mayor Hopkins called the meeting to order at 7:05 p.m. and led the pledge of Allegiance. Claude asked for a moment of silence for long time resident, Mary Gast who passed away.

Roll Call: Claude Hopkins, Marty Hura, Wesley Hawkins, Ben Prescott, Linda Schilling, Giles Seith.

Others Present : Clerk-Treasurer Betsy Woolf, Asst. Clerk Susan Skrovan, Police Chief Harry Buchert, Village Administrator Ed Trego, Village Solicitor Tom Reitz, Rich Iafelice & Brian Rogers with C.T. Consultants.

Claude asked for a motion to excuse Jim Rogers from the meeting. Motion made by M. Hura with a second from L. Schilling. All ayes on vote.

Minutes: Motion by L. Schilling to bring the Council meeting minutes of April 17, 2007 to the floor with a second from B. Prescott. All ayes on vote. Motion to approve as submitted made by W. Hawkins with a second from L. Schilling. All ayes on vote.

Mayors Report: Claude attended the recent Portage County Parkís meeting and gave a summary. There was a meeting in Hiram Village to discuss outsourcing of their dispatch service. Mantua Village will be submitting a proposal for police & dispatch service. Claude met with Rich Iafelice and Ed to discuss avenues for the village to move into for the future. He met with the department heads to go over the budget. Claude received a letter from Doll Lumber offering to donate 8 yards of mulch for beautification of our parks and cemetery. Everyone has received copies of Ohio Edisonís rate change notification for their perusal.

Finance Report: Clerk-Treasurer, Betsy Woolf gave the financial report as of April 30th.

Bills of Resolution: Motion to bring the bills of resolution with addendum to the floor made by L. Schilling with a second from W. Hawkins. All ayes on vote. There was no discussion. Motion to approve as submitted made by B. Prescott with a second from M. Hura. All ayes on vote.

New Village Solicitor, Tom Reitz, commented the State Auditorís office requires that Council approve the Clerk-Treasurerís financial report. Betsy stated normally her report is approved when Council approves all committee reports on file later in the meeting. However, it would be fine either way. Motion to approve the Clerk-Treasurerís Financial Report made by L. Schilling with a second from M. Hura. All ayes on vote.

Executive Session: Motion to go into executive session at 7:16 p.m. for personnel & contracts by B. Prescott with a second from L. Schilling. All ayes on vote. Motion to reconvene into regular session at 8:00 p.m. by B. Prescott with a second from L. Schilling. All ayes on vote.

Legislation:
ORDINANCE 2007-15. AN ORDINANCE APPROVING THE RECODIFICATION, EDITING AND INCLUSION OF CERTAIN ORDINANCES AS PARTS OF THE VARIOUS COMPONENT CODES OF THE CODIFIED ORDINANCES OF MANTUA, OHIO AND DECLARING AN EMERGENCY. 1ST READING.

ORDINANCE 2007-16. AN ORDINANCE APPROVING AND ADOPTING A PERMANENT BUDGET FOR 2008 FOR THE VILLAGE OF MANTUA, AND DECLARING AN EMERGENCY. 1ST READING. Motion to bring to the floor made by W. Hawkins with a second from M. Hura. All ayes on vote. Motion to pass on 1st reading made by B. Prescott with a second from W. Hawkins. All ayes on vote.

RESOLUTION 2007-17. A RESOLUTION ESTABLISHING A NEW FUND TO BE CALLED FRANKLIN /REGAN STREET STORM SEWER IMPROVEMENTS FOR THE VILLAGE OF MANTUA AND DECLARING AN EMERGENCY. Motion to bring to the floor made by B. Prescott with a second from W. Hawkins. All ayes on vote. Motion to adopt made by W. Hawkins with a second from M. Hura. All ayes on vote.

ORDINANCE 2007-18. AN ORDINANCE MAKING CERTAIN FUND TRANSFERS BY THE CLERK-TREASURER IN ORDER TO MAKE PAYMENTS, AND DECLARING AN EMERGENCY. 1ST READING. Motion to bring to the floor made by W. Hawkins with a second from B. Prescott. All ayes on vote. Betsy explained this is to pay the bond payment for the building. Motion to pass on 1st reading made by M. Hura with a second from W. Hawkins. All ayes on vote. Motion to suspend the rules made by M. Hura with a second from B. Prescott. All ayes on vote. Motion to pass on 3rd and final made by M. Hura with a second from B. Prescott. All ayes on vote.

Motion to accept all committee reports on file by B. Prescott with a second from W. Hawkins. All ayes on vote.

Ed Trego, Village Administrator, welcomed Tom Reitz as our new village solicitor.

Rich Iafelice extended an invitation for all to attend an open house, July 19th from 4-7 p.m. C.T. Consultants will celebrate 85 years in business at their corporate headquarters in Willoughby.

Police Chief Harry Buchert welcomed Tom Reitz. He announced the Memorial Day Parade on May 28th would begin at 9:30 a.m. at TL Express and proceed to the cemetery.

Marty reminded everyone the Mantua Matters deadline for articles is fast approaching on May 25th and Diane, the editor, has yet to receive anything. He also wished to thank Ed Trego and the service department for all their help.

Betsy attended the Local Government Fundsí meeting and found it very informative. Our portion of monies received is 1.57% or about $110,000 to $120,000.

Giles welcomed Tom Reitz and announced the next Finance Committee meeting has been scheduled for Wednesday, May 23rd at 6:00 p.m. This is a regular monthly meeting for committee members, the quarterly meetings are of the whole.

Wesley welcomed Tom and commented the budget Ed Trego prepared was done very well.

Village Solicitor Tom Reitz thanked everyone and said he would welcome any input on doing his job to fit the needs of Mantua Village.

Mayor Hopkins, read a plaque from the Ohio Municipal Clerkís Association acknowledging Clerk-Treasurer Betsy Woolf for her participation on the State board for the past three years.

Betsy announced Jim Rogers said there is planning tomorrow. He asked that council present any revision recommendations from the minutes in ordinance form for the next meeting.

Ed announced, Memorial Day they will have 30 chairs at the cemetery for anyone in need.
